He advises the National Development and Reform Commission as well as the government's Macro-economic Management Agency. Although his main field of research is communist economic theory and economic development, he has become the leading light of liberal political reform inside the party, and was the lead author of a far-reaching plan for change, 'Storming the Fortress'
