This open access book presents the conceptual and operational foundations of theIEA International Computer and Information Literacy Study (2023), which is designedto assess how well students are prepared for study, work, and life in a digital world.The study measures international differences in students´ computer and informationliteracy (CIL): their ability to use computers to investigate, create, participate andcommunicate at home, at school, in the workplace and in the community. Participatingcountries also have an option for their students to complete an assessment ofcomputational thinking (CT). The ICILS assessment framework articulates the basic structure of the study. Itprovides a description of the field and the constructs to be measured. It outlines thedesign and content of the measurement instruments, sets down the rationale forthose designs, and describes how measures generated by those instruments relateto the constructs. Julian Fraillon is the International

Study Director of the International Computer and Information Literacy Study

(2013, 2018 and 2023). His research work focuses on the conceptualization,

planning and implementation of national and international large-scale

assessment projects. His primary research interests are digital literacy

education, assessment design, and civics and citizenship education.



Mojca Rozman is a senior research analyst at IEA (International Association for the Evaluation of

Educational Achievement) where she works in the Research and Analysis Unit. She

studied psychology and holds a PhD in statistics. She has experience in

questionnaire development, and psychometric analysis, including scaling of questionnaire,

and test data.
