The year 2018

The year 2018 had begun. Now Germany really needed strength, confidence and God s blessing to finally have a new government.

Shortly before the beginning of the exploratory talks with the SPD, the CSU was on a confrontation course. The Bavarian party brought itself with a catalog of demands for security and migration in position. The CSU parliamentarians in the parliament in Berlin (Bundestag) decided during their winter meeting in the Upper Bavarian monastery of Seeon on a fivepage paper, by which they demanded a stricter course in migration policy. - The SPD had demanded more objectivity from the CSU in particular. A deputy board member of the SPD said: Everyone is well advised to speak rationally and objec- tively now and not to proclaim a revolution ⦠The demand of the head of country group of the CSU in Berlin for a conservative revolution is strange. But Schulz was optimistic about the soundings. I believe that we can achieve good results. But that also depends on the goodwill of the other two parties ⦠Whether it is possible to form a government out of the different concepts in the election campaign, that is worth the sweat of the nobles , he said.

The CDU/CSU and SPD were under pressure when exploratory talks began on January 7 in Berlin. The majority of the German citizens opted for a new edition of the black and red coalition. Despite all the differences, leading representatives of the three parties were confident that an agreement was possible and called for a willingness to comprise. The new German government is facing huge challenges , said Angela Merkel before the beginning of the talks in Berlin. Schulz and Seehofer, on the other hand, made it clear that there should not be a continuation of the new government in old way. On January 11, the decision should then be made whether discussions on a common government make sense. Schulz said: We do not draw red lines, but we want to enforce as much red (social) politics in Germany as possible. Also Seehofer said that he did not want to start the talks with conditions; then: But for the CSU it is clear that our profile must not be blurred.

It was the 10th of January and time was on the back of the negotiators in Berlin. They had to be careful that the exploratory talks did not falter. For CDU/CSU and SPD was therefore a strong way approaching. They still had to clear out a few big political chunks. It was about the affairs of the heart of the parties for which they were elected. Therefore, tough negotiations were still pending. Some special groups had already bargained hard. - At the conclusion of the fiveday explorations, large chunks were now put on the table: Taxes, finances, family reunification and migration, Europe and education. One of the big chunks was the issue of family reunification of refugees. Here the SPD proposed an order of magnitude of 40,000 subsequent refugee members. This corresponded to the number of visas for relatives of Syrian refugees in recent years. On the other hand, this met with the resistance of the CDU/CSU. Family reunification was suspended by mid-March for refugees with limited protection status, which affected many Syrians. The CDU and the CSU want to leave family reunification suspended, but the SPD not. A decision was urgent. In order for the Bundesrat (Upper House) to be in a position to approve a law for the further suspension of family reunification in good time, the law had to be passed by the Bundestag (Lower House) until the meeting on 2 March.

In the night of 11 to 12 January, the party leaders of CDU, CSU and SPD agreed on the principle of cooperation. After some few days of exploratory talks with a compromise on refugees, retirement pay and investment, they set the course for a new grand coalition. In the SPD, however, there was strong resistance, but at least in the party executive, the headwind was weaker than expected. Thus, the board decided by a large majority for coalition negotiations. There was also bride support by the SPD faction. We have brought out a lot for the citizens of our country , said the SPD parliamentary group leader. Among other things, she pointed to securing the retirement pay level by 2025 at the current level of 48% (of the salaries and wages of employees) - It was already clear that the party congress of the SPD on 21 January should decide on coalition talks. Because of the resistance on the party base, there was now a big hurdle to be overcome. The SPD youth intended to advertise with a no . Should the delegates give the green light for coalition negotiations at the congress, then all SPD members should vote on the start of coalition negotiations. - Martin Schulz said after the exploratory talks: I believe that we have achieved excellent results, CSU leader Seehofer spoke of a departure, Merkel of a paper of giving and taking . - Schulz surprisingly did not exclude after the talks, to take over a cabinet post of the new government. He said: Also Mrs. Merkel one said very clearly that the SPD cannot be governed for a long time ⦠And now ⦠But cabinet posts will be decided later. - Contrary to that was demanded by the SPD, it was agreed that there would be no tax increase, but a relief of small and middleincome, the planned return to health insurance contributions shared equally by employers and employees, a higher child benefit and a basic retirement pay for longterm lowpaid workers. All together should bring an improvement for millions of citizens. The refugee move should be limited to 180,000 to 220,000 people per year. Family reunification for refugees with limited protection status should initially be suspended until a new regulation was found and then limited to 1,000 people per month.

Now in January, a German newspaper reported that the renowned New York Times has put the West German states on their list of the world s 52 most attractive travel destinations. West Germany thus stood between destinations such as the Caribbean and Seville in Spain. And why is it so beautiful in West Germany? Only a few Germans would have come up with the arguments. - The praise was titled Teutonic Tolerance and Technology. The Teutonic Tolerance was settled by the New York Times because the Bundestag had decided on the samesex marriage. Also the opting out of nuclear energy had to serve as argument to visit West Germany. But there were also other points that made West Germany attractive: There was the fuel cell train in Lower Saxony or the cave art from the ice age in Baden-Württemberg or a hip restored historic hotel in Frankfurt. Especially a river cruise through the picturesque Middle Rhine Valley was called.

The number of refugees for the year 2017 was available. 186,000 people came to Germany. Thus, the number of refugees was within the target corridor of 180,000 to 220,000 asylum procedures per annum set by the CDU/CSU and SPD in their sounding for a grand coalition. In 2016, 280,000 refugees came to Germany, in 2015 there were 890,000. Compared to other European countries, the figure for 2017 was still far too high. The goal of a new European asylum system had to be that only those who were really in need of protection would come to Germany, but not people hoping for an improvement in their economic situation. In 2017, 222,683 people had applied for asylum. Many applications were rejected, against which the refugees complained. 44.2% of court cases ended in favor of the refugees.

The new Chancellor of Austria visited Germany. In Berlin he was received with military honors by Angela Merkel. Germany and Austria wanted to reduce illegal migration to the European Union and strengthen the external borders of the EU. Sebastian Kurz, the Austrian Chancellor, and Angela Merkel agreed on the goals. However, there was no convergence in the dispute over the redistribution of refugees, in which Austria sided with Hungary and Poland. Here Merkel said: It is necessary to strengthen partnerships with the main countries of origin of the refugees. And as regards the reception of refugees, there must be forms of new cooperation with the countries of origin. However, there must be no support for abductors and people smugglers. - Many Germans who had helped refugees faced a financial problem. According to a German law, the following applies: Anyone who has submitted a commitment from 6 August 2016 must provide the refugee s livelihood for five years, with the exception of sickness and nursing costs. There were many lawsuits against this legal regulation. Most of the plaintiffs lost; they had to pay several thousand Euros to the authority, which advanced the money. It did not help them what a politician said: Social justice means not punishing those who have rendered outstanding services to the common good of the Federal Republic of Germany.

On 19 January Angela Merkel visited the French President in Paris. It happened shortly before the 55th anniversary of the Élysée Treaty and two days before the SPD party congress. During this visit Merkel and Emmanuel Macron emphasized the importance of German government formation for European politics. The SPD has shown great European ambitions.
